In the Kibra by-election, Jubilee Party candidate McDonald Mariga wooed local voters with a promise to advocate for marijuana legalization if elected to parliament.
Mariga spoke at Lini Saba on Sunday before the scheduled by-election on November 7, 2019 at his final rally in Kibra.

Illegal substance, according to Mariga, is a cancer cure.

"Mnataka mambo ya shada tuongelee. Inaccurate cancer in the shada of Tunajua. Hio tuipush lazima. Hatutaki bangi kwenda kupiga watu already. Sinimedicine of Shada? Sasa mimi nataka muniingize kutetea kutetea mambo ya shada bunge tuanze," said Mariga.

Mariga seems to borrow a leaf from the late Ken Okoth MP region who had written to National Assembly Speaker Justin Muturi about a plan to decriminalize cannabis growth and use in Kenya.

Okoth had requested assistance in drawing up the Cannabis Control Bill 2018 in September 2018, adding that he already had a working draft.

Amnesty measures would be instituted under his proposal to expunge criminal records against those with previous convictions on the use of marijuana.

On July 26, 2019, Okoth, who succumbed to cancer, noted that all growers, producers, and users would be registered.

Nairobi Governor Mike Sonko, Embakasi East MP, Babu Owino, John Kiarie (Dagoretti South) and Charles ' Jaguar ' Kanyi (Starehe) are other political leaders who have similarly pushed for marijuana legalization in the country.
